The city government should attract capital input[资本投入;资金投入] from multiple channels rather than simply relying on land-based fiscal mode[财政模式], decomposite its functions and get the entire society involved in urban development," Professor Zhu Dajian, director of Sustainable Dev't & New-type Urbanization Think Tank[可持续发展和新型城镇化智库], said.
