Recent appointments within China’s two largest state-owned shipbuilders have signaled that the government is moving to initiate a merger following a similar reorganization of state rail companies. Among several leadership reshuffles within China State Shipbuilding Corp. (CSSC) and China Shipbuilding Industry Co. the deputy director of the Communist Party's personnel department also announced that CSIC would set up a board of directors soon. In 1999, CSIC and CSSC were created from the government’s break-up of a company also called China State Shipbuilding Corp. A source with knowledge of the matter said a former leader of the old CSSC proposed a merger between the two shipbuilders. Several media reports have speculated the companies would merge, including an industry magazine called China Ship News, which reported that shipbuilding officials suggested a tie-up. However, in February, CSSC and CSIC publicly batted back the rumors, stating that there were no plans for a merger. For Caixin Online, this is Diana Bates. 财新记者独家获悉,3月25日下午,中船重工和中船集团同时召开中层以上管理人员大会。中共中央组织部副部长王京清在中船重工的管理人员大会上宣布:中船集团原董事长、党委书记胡问鸣任中船重工董事长、党组书记;中船重工原副总经理孙波任中船重工总经理、党组副书记、董事;免去李长印中船重工总经理、党组书记职务,到龄退出领导班子。王京清还宣布,按照加快建立中国特色现代国有企业制度的有关精神,中船重工将设立董事会。 在同时召开的中船集团会议上,中高层经理则听到的是这样的任命:中船重工原党组成员、副总经理董强任中船集团董事长、党组书记;中船集团副总经理吴强任中船集团总经理、党组副书记。 中船重工的内部人士表示,领导对调的决定是三周前在集团内传开的,“我们当时都很意外,也不清楚更高层面的用意”。但他表示,中船重工和中船集团的合作早已存在,领导是否对调,对双方的合作形式都不会产生太大影响。 上月,坊间曾有传言称,继南车、北车确定合并后,中船重工和中船工业这两大造船集团的合并已进入实际启动阶段。消息人士对财新记者称,1月19日,船舶工业的老领导与中船集团领导座谈,其中就有老领导就直接建议“将船舶工业两大集团进行合并”。他们认为,“船舶工业是一个不可割裂的整体,将两大集团分割开来,导致两大集团多年来均存在发展的短板,中国船舶工业的产品建造能力难以得到有效提升”。 但该传言随后就被两大造船集团否认。 中船集团内部人士向财新记者表示,中船集团和中船重工1999年分家后,由于研发主体和配套工厂很多都留在了中船重工,因此中船集团在生产上一定要与中船重工进行合作,这种合作已经存在了很久,比如,中船集团的船舶设计很多都是中船重工旗下701所支持的。
