The announcement comes amid a dispute between Feinstein and Secretary of State John Kerry over a forthcoming report on CIA counterterrorism efforts since 2001. The report is widely seen as a condemnation of the widespread use of techniques like waterboarding on detainees in US custody, many of which qualify as torture under the Geneva conventions. Kerry announced on Friday that he would delay the release of the report over Feinstein's objections, citing the interests of the intelligence community in keeping certain tactics secret.
