We will evaluate the progress so far of the "One Belt One Road" initiative during the first half of this year. We will also hear about a US Energy Official Introducing China Clean Power Strategies. --------------------- (Q&A 1) China's Property Taxes Coming Soon China's top legislature has announced plans to review its proposed Property Tax Law by early 2018. However, no official timetable has been set for when the new property tax law may actually be brought in. Most observers have been suggesting that may come by 2020. Property taxes began being levied in Shanghai and Chongqing on a trial basis in 2011. However, their extension and expansion has been postponed, mainly due to a lack of legal backing. (Report 1) China makes progress in trade with countries along 'One Belt One Road' Anchor: China's Ministry of Commerce has announced that the country has made solid progress with nations involved in the "One Belt One Road" initiative during the first half of this year. Our Reporter Xiao Yee has more. Reporter: Shen Danyang, spokesperson of the Ministry of Commerce, says the total foreign investment as well as the number of enterprises that were invested in by relevant countries have both increased. (Act 1, Shen Danyang 1, male, Chinese) "In terms of absorbing overseas investment, a total of 948 enterprises were invested in and established by countries involved in 'One Belt One Road' initiative, with a year-on-year increase of 10.62 percent; the total foreign investment stood at 3.67 billion US dollars, a year-on-year increase of 4.15 percent." Statistics released by the MOC showed that the total volume of bilateral trade with those countries stood at around 485 billion US dollars, a year-on-year decrease of 8.4 percent. Export volume reached over 290 billion US dollars, while the import volume stood at nearly 190 billion US dollars. Shen adds that a number of industries have been greatly absorbing overseas investment. (Act 2, Shen Danyang 2, male, Chinese) "In terms of the industries that are being invested in, industries of information transmission, computer service and software, industries of finance, rent and industry of commercial service saw significant increase in absorbing overseas investment." China has directly invested in 48 countries involved in "One Belt One Road" initiative with total investment volume reaching over 7 billion US dollars, a year-on-year increase of 22 percent. Shen says China has made remarkable achievements as far as service outsourcing is concerned. (Act 3, Shen Danyang 3, male, Chinese) "As for service outsourcing, Chinese enterprises have signed 7.06 billion US dollars' worth contracts with countries involved in 'One Belt One Road' initiative. Among which, a total of 4.83 billion dollars' contracts have been executed, a year-on-year increase of 17 and 4.1 percent respectively." The over 1,400 contracted projects cover fields such as electric power projects, telecommunication engineering, housing construction, communication and transportation to petrochemical industry. (JINGLE) --------------------- (Report 2) US Energy Official Introduces China Clean Power Strategies Anchor: A forum that discusses the present energy consumptions and future trends in both China and the US has recently been convened in Beijing. US energy official, Adam Sieminski, has even predicted by 2040, China's energy consumption will double that of the US. The forum provides Sieminski with a platform to introduce advanced US ractices while calling for more cooperation in the field. XU Fei has more. Reporter: Adam Sieminski is administrator of the U.S. Energy Information Administration. Drawing on extensive industry, government, and academic sources, Sieminski forecasted energy market trends and wrote on a variety of topics involving energy economics, climate change, geopolitics, and commodity prices. At the forum, he mainly touched upon two issues. One is about the Clean Power Plan, where he discusses the latest progress made by the United States in terms of setting state-by-state targets for carbon emissions reductions. "The Environmental Protection Agency (EPA) has a proposal called the Clean Power Plan. And if the Clean Power Plan were put in effect, the coal number would shrink to about 12% in the year 2040. And the renewables and natural gas portion of this graph would grow. If you choose to leave existing law as it is, coal will roughly maintain its market share. If you choose to pass the Clean Power Plan which makes it harder to use coal to produce electricity, and tends the favor renewables even more than natural gas, you will get more renewables. Here's how much, here's what it would cost. It's a way to inform the policy making process." According to a website run by the Union of Concerned Scientists, "ucsusa.org", the power plants in the US have been allowed to dump unlimited amounts of carbon pollution into the atmosphere. No rules were in effect that limited their emissions of carbon dioxide. Now, for the first time, the Environmental Protection Agency has developed new rules, known as the Clean Power Plan, which will reduce carbon emissions from power plants. The development of clean power would also help cut carbon emissions from power plants. The US has the advantage in its liquefied natural gas-producing capacity. Meanwhile, Adam Sieminski thinks this is an area where the two countries might discuss cooperation by facilitating the US exports of natural gas to China. "There are plenty of opportunities for cooperation between China and the US in energy, and there is a great deal of dialogue already going on. The export of natural gas from the US, we were already exporting large amounts of natural gas to Mexico by pipeline, and at the end of 2016, so next year there will be the first LNG export facility commissioned built by Cheniere Energy. Cheniere has already contracts with some Asian and European buyers. There are other companies who have facilities under construction. There are already three LNG facilities under construction." According to the US energy official, before 2010, America's energy consumption had been much larger than China. However, today China's energy consumption has already caught up or even surpassed that of the United States. He also estimated in the future the US energy consumption would witness a modest growth while China's energy consumption will rise significantly, even to double that of the US consumption by 2040.
