French President Addresses Parliament over Paris Attacks

In a rare[稀有的] and somber[忧郁的；昏暗的；严峻的；阴天的]address to both houses of the French parliament[法国国会两院] at Versailles[凡尔赛（法国城市）], President Hollande[奥朗德] said France needed major legal changes
to ensure its national security[国家安全；民族安全].
Hollande said France should strip[剥夺；剥去；脱去衣服] dual nationals[双重国籍] of their French
citizenship if they are convicted of terrorism, and that dual nationals
who present security risks should be banned from entry into France.
"Nationality stripping should not be used to induce[诱导；引起；引诱；感应] statelessness[无国籍],
but we should be able to remove someone's French nationality if they're
found guilty of a violation[违反；妨碍，侵害] of our nation's fundamental interests[根本利益], or an
act of terror[恐怖行为], even if this person was born French. You heard me right,
even if they are born French, if they have dual nationality."
Hollande also said he plans to increase national security spending, strengthen anti-terrorism[反恐] laws and boost border controls[提高边境控制].
Some detailed measures include the creation of 5,000 new jobs in the
country's security forces and an addition of 2,500 in prison staff[监狱看守].
Hollande acknowledged some new regulations would break EU's budget
rules[预算规则], but he believed national security should be given priority[给予优先考虑].
"This will lead to higher spending, which I take responsibility for.
But under these circumstances[在这种情况下], I consider the security pact[安全公约] prevails
over[胜过；占优势] the stability pact[稳定公约]."
The French President says he has requested meetings meet with U.S.
President Barack Obama and Russian President Vladimir Putin to form a
coalition[联合；结合，合并] facing the terrorists in Syria.
He said France will now strengthen its military involvement[加强其军事介入] in Syria.
Paris is set to hold the 2015 UN Climate Change Conference[2015年联合国气候变化会议] from
November 30 to December 11. Hollande said plans for the conference will
not change.
After Friday's attacks in Paris, a State of Emergency[紧急状态] was declared in
France. Hollande said Parliament will consider a bill[法案] to extend the
State of Emergency for three months.
Hollande then stressed France's resolve[决心] in defeating terrorism.
"We will eradicate[根除，根绝；消灭] terrorism[恐怖主义] because the French want to continue to
live together without fearing those next to them. We will eradicate
terrorism because we are attached to[喜爱；附属于] freedom and France's influence in
the world. Terrorism will not destroy the Republic[共和国；共和政体] because it is the
Republic that will destroy it. Long live the Republic[共和(国)万岁] and long live
France."
Parliament members welcomed the presidential[总统的] address with a standing
ovation[长时间起立鼓掌；起立致敬], and concluded[结束；推断；作结论] the event by singing the French national anthem[国歌].
