China Rolls out Traffic Integration Plan in Northern Region

The plan, approved by the State Council[国务院], is expected to relieve traffic pressure[缓解交通压力] in the capital city[首都].
Ren Hong, a senior official[高级官员] from the National Development and Reform Commission[国家发展和改革委员会] explains how the new project helps commuters[上下班往返的人] save travel time[节约通勤时间].
"It takes one hour for commuters to travel between downtown areas[市中心区] of Beijing, Tianjin, and Shi Jiazhuang, the capital city of He Bei, their satellite towns[卫星城] and new urban districts[新城区]. The commuting time[通勤时间] between cities are also cut within one and a half hour. It aims to turn Beijing, Tianjin, Shi Jiazhuang, Tang Shan and Qin Huangdao into national transport hubs[全国交通枢纽]. The newly-built hubs[新建枢纽] will help shorten transfer times to no more than 10 minutes. "
卫星城是指在大城市外围建立的既有就业岗位，又有较完善的住宅和公共设施的城镇，是在大城市郊区或其以外附近地区，为分散中心城市的人口和工业而新建或扩建的具有相对独立性的城镇。
Beijing has issued its first-ever red alert[红色警报] for smog[雾霾] and on Tuesday rolled out its emergency response plan[应急预案] to tackle the severe air pollution[应对严重的空气污染(问题)].
Other major cities in northern China have also warned residents of terrible air quality[空气质量].
Yu Shengying, a senior official from the Ministry of Transport[交通部], says the promotion of green and low-carbon transport[促进/推广绿色和低碳运输/交通] is one of the major tasks of the project.
"In order to develop green, safe and sustainable transport[绿色、安全、可持续的交通系统] we will strive to[力图；力求] develop and promote the new-energy cars[新能源汽车] which are clean and energy-saving. New technology, and renewable materials[可再生材料] will be used for road constructions[道路建设]. Various traffic policies including the car registration policies[汽车限行政策], traffic regulations[交通规则], vehicle emission standards[车辆排放标准], and the quality of oils[(汽车用)油质量] will be unified[统一的; 统一标准] in the Beijing-Tianjin-Hebei region[京津冀地区]. "
Yu adds that the project is expected adopt new investment and financing methods[投融资方式], attracting social capital[社会资本] to take part in major infrastructure construction[主要基础设施建设].
"we will promote the Public-Private-Partnership in infrastructure construction[基础设施建设] and encourage policy-based financial institutions[政策性金融机构] to take the lead to attract social capitals to join infrastructure construction[基础设施建设]."
PPP（Public-Private-Partnership），即公私合作模式，是公共基础设施中的一种项目融资模式。在该模式下，鼓励私营企业、民营资本与政府进行合作，参与公共基础设施的建设。
The traffic project is also seen as a first major step for promoting the integration[结合; 整合; 一体化] of the Beijing- Tianjin-Hebei region.
