A major Chinese railroad construction company said on February 2 it is negotiating with the Mexican government over compensation for the cancellation of a contract it won for a high-speed rail project.
Mexico's finance minister, Luis Videgaray, said on January 30 that his government is cutting its 2015 budget by 124.3 billion Mexican pesos because a drop in oil prices hurt its finances. Mexico’s planned first high-speed railroad was among the cuts.
A consortium of four Mexican firms and four Chinese companies, including China Railway Construction Corp. Ltd. (CRCC) and railroad equipment producer CSR Corp. Ltd., was the only bidder for the project.
The Mexican government awarded the Mexican-Chinese group the contract on November 4.
However, Mexico's transport minister, Gerardo Ruiz Esparza, said on November 7 that President Enrique Pena Nieto decided to reopen the project to tenders due to "doubts and concerns" over the transparency of the first round of bidding.
On January 30, however, Mexico announced it was suspending the railroad project altogether for budgetary reasons caused by the oil price fall.
Chinese railroad companies started showing great interest in overseas high-speed projects in 2010, eyeing bids for high-speed railroad projects in the U.S., Russia and Malaysia.
China’s government has sought to create a domestic railway industry that is more competitive abroad. To achieve this it has urged the merger of two giant domestic equipment manufacturers, China Northern Railway Corp. Ltd. and China Southern Railway Corp. Ltd. The newly merged company is called China Railway Rolling Stock Corp. Ltd.
CRCC said that the failure in Mexico is an isolated problem and would not hurt its forays into other countries seeking to build rail networks. It did not say how much compensation it wants.

中国铁建股份有限公司2月2日晚发布公告确认，墨西哥无限期暂停墨西哥城至克雷塔罗高速铁路项目招标。就该项目的索赔问题，中国铁建称，正与墨方交涉。沸沸扬扬近5个月的中国高铁首次出口项目终以失败收场。
中国铁建称，墨西哥财政和公共信贷部部长在1月30日举行记者招待会宣布在国际原油价格大幅下降的背景下，财政和公共信贷部为改善预算状况，将对2015年包括石油、电力、交通等方面的公共财政开支进行总额1243亿比索的调整，其中包括无限期暂停墨西哥城至克雷塔罗高速铁路项目的招标。
中国铁建还强调称，公司没有应披露而未披露的信息，中国铁建此类投标项目甚多，墨西哥高铁项目是一孤立的个别事件，此事对中国铁建的海外经营活动没有大的影响。财新记者就此致电中国铁建国际部，其答复一切以公告为准。
中国铁建联合体招标墨西哥高铁一波三折。2014年10月由中国铁建为主，联合中国南车股份有限公司和四家墨西哥本地企业组成的招标联合体成为墨西哥墨西哥城至克雷塔罗高速铁路项目的惟一竞标者，该项目整体打包，包括铁路基建工程和新造客车，报价43亿美元。
项目于2014年8月15日在墨西哥发标。标书要求，工程必须在2014年内开工建设，2017年投入运营。据接近中国南车的人士当时对财新记者表示，起初包括中国铁建联合体在内的日本三菱、法国阿尔斯通、加拿大庞巴迪以及德国西门子等多家公司都对该项目表现出浓厚兴趣，但是多家国际公司认为其时间过于仓促，无法在墨方限定时间内递交标书并开工，遂对此写信要求，延迟投标时间，后被墨西哥交通部拒绝，国际公司便全部退出了本次招标。中国铁建招标联合体遂成为本次招标唯一投标人。
2014年11月4日，中国铁建联合体中标该项目，其中中国铁建负责的铁路基建工程，中国南车负责设计新造12列高速动车组。当时，中国铁路基建行业一片欢腾，尤其是以中国南车为代表的轨道交通装备制造企业，更将其比喻为“一个里程碑式的跨越，中国高速动车组终于真正实现了‘走出去’”。
但令人意想不到的是，仅3天后，去年11月7日，墨西哥交通部长鲁伊斯•埃斯帕萨称，该国总统培尼亚撤消这一投标结果，并决定重启投标程序。中国铁建11月9日发布声明称，对墨方撤标一事感到异常震惊。当时，中国铁建人士对财新记者表示，在本次招标中，中方企业凭借自身竞争力成功中标项目，结果完全公正合法。墨方也多次对中国铁建联合体进行承诺，将努力解决目前遇到的问题，保障中国企业的合法权益。当时该人士还透露，中方暂时没有索赔意向，但他透露，如果二轮招标失败，中方可能发起针对首轮招标被撤标的申赔程序。
随后，由中国铁建国际集团牵头，联合中铁十一局、中铁十二局、铁四院和中国南车组成的编标组全力投入二轮招标，期间中国南车多次对外表示“对未来的招标仍充满信心”。今年1月29日墨西哥公布正式二次招标文件，正式重启该项目招标程序，但是就在包括中国铁建在内的5家国际企业准备展开角逐的时候——仅一天后，墨西哥决定无限期暂停高速铁路
